Thank you for your re-posting of our information, it means a lot to get attention like this in what I consider to be the perfect forum.
I wanted to make the list members aware of the fact that we are now looking at ways of measuring how well (if at all) Nova Scotia is meeting its Health Goals. The approach to the first Health Goal, Management, is different from the Determinants format, in that it is comprised of a series of questions to arrive at a usable template to measure the efficient and ethical management of public organizations, not just in the health field, but in any field. Little did we know the topic would become so relevant!

These are the Terms of Reference for the Management Committee:

To develop indicators that will measure the use of public resources to support the health of Nova Scotians within the broad categories of:
1)      Openness, defined as:
·       Exposed to general view or knowledge
·       Not restricted to a particular group
·       Free from concealment
·       Accessible
·       Without confining barriers

2)      Accountability, defined as:
·       The obligation to answer for the discharge of responsibilities, through explanation to those having a significant legitimate interest in what decision-makers intend and have done

3)      Responsibility, defined as:
·       The obligation to act in a role or duty to the limits of one's powers or authority, and to cope with constraints

4)      Transparency, defined as:
·       Free from pretense and deceit
·       Frank
·       Readily understood

These resources are both financial and human, and are expended on programmes, facilities, and equipment.

In the development of these recommendations, the Committee must follow the core functions:

q       Increasing public awareness
q       Inviting Advice
q       Issues Review and Research
q       Providing Advice

The recommendations should also include a method to monitor and evaluate each of the alternatives presented.

Membership on the Committee should consist of no more than 8 people, with at least two members from Council. The balance should be comprised of people interested in management related issues in Nova Scotia.

We are also beginning work on the Healthy Living goal, with the first meeting taking place on Thursday, March 11, at 10 a.m. The Healthy Living Goal Committee is being chaired by Brenda Montgomery, whose expertise within the health care system, and commitment to the ideals of the Health Council are without peer.

We are not an organization that rests on its laurels, particularly with the energy and commitment of both the Chair of the Provincial Health Council, Catherine Randall, and the Executive Director, John R. Dow.

1. Health Promotion ? Promote and improve the health of all Nova Scotians.
While
continuing to provide quality health care, we will shift our emphasis to
the
promotion of health and the prevention of illness, disability, and
premature death.

2. Healthy Environment ? Make Nova Scotia a safe and healthy place to live.
To be
healthy, we need clean air, water, and soil, as well as safe place to life,
work, and play.
We will restore, protect, and develop our environments to support health.

3. Healthy Living ? Support the efforts of individuals, families, and
communities to lead
healthy lives. We will support each other in our efforts to understand the
factors that
affect our health and take the responsibility for those we can control.

4. Management ? Ensure that the resources needed to support health are
managed wisely
and fairly. Our taxes pay for the people, programs, equipment, and
facilities that support
health. These and other resources will be used in ways that are open,
effective,
efficient, and accountable.

5. Participation ? Involve Nova Scotians in decisions affecting health.
Opportunities and
support must be provided for all of us to participate in making decisions
about our health
and the health care system. All decision-makers are accountable to the
public for their
actions.

6. Social Justice ? Ensure that all Nova Scotians have the opportunity to
achieve health.
Poverty, unemployment, racism, illiteracy, violence, rural isolation, and
other issues
make it more difficult for some people to be as healthy as others. The
policies we put in
place must address these factors that affect our health.
