I am only aware of Project Gutenberg's policy having been a contributor
of theirs.  With files there, you may freely use the files obtained from
them as long as you keep the file headers intact.  They ensure that
every thing they post is in the public domain.  I think everything
from Internet Wiretap is the same boat.
