I do not have the cite at my fingertips, but I believe the quotation refers
to William "Boss" Tweed, whose New York Tammany Hall machine was brought to
an end partially through the efforts of the political cartoonist Thomas
Nast, an admirer of Twain's. Tweed died in 1902.
