In regard to Evelyn Forget\'s request for a survey of the history of the 
concept of valuing a human life, let me suggest that she might consult 
Chap. II of _The Money Value of a Man_ by Louis Dublin and Alfred Lotka 
(New York: Ronald 
Press, 1930).  This chapter is entitled \"Historical Retrospect\" and 
mentions not only the examples she mentions but others as well such as 
William Petty\'s estimates of the value of a man. Dublin and Lotka wrote 
the book based on their experience in the Life Insurance business. But I 
haven\'t read it through to see whether they take up valuations based on 
risk premiums.
