The strategy of "go where they are" was followed by Glenorchy City Council in Tasmania. They employed two part-time, young, male and female workers to devise strategies with young people in their area to reach young people in their area. The Council will still have a report but I recall they went out at night and spoke to them and used a video camera to record their lives and thoughts. The Council now boasts an extensive set of programs with and for youth.
