Harrod's January 1964 article was a response to Lekachman's of the previous 
month (which I do not have to hand). Harrod on p. 47 refers to widespread 
Establishment use of the phrase that 'we are all Keynesians now', but 
concludes his piece (p. 50) that, by his criteria of Keynesianism, 'it does 
not appear ... that there is any marked Keynesian influence on the conduct 
of of economic policy' in the US and UK.
