Felicitaw publica  is a Roman concept that appears before the 
Enlightenment. There is a coin of Julia Mamaea Augusta with "Felicitas 
Publica" on the obverse. There were many allegorical depictions of felicite 
publique (e.g., the painting of Orazio Gentileschi (father of Artemisia) 
with the same title). In political economy it appears in Boisguil(le)bert 
(Dissertation ch V where it includes the section heading "Liaison intime de 
la richess individuelle ave la felicite publique").
