Before I go scour the library (I've already tried Google and not found it), I thought I'd ask if anyone recognizes the source off-hand. I note that in the bibliography there is listed "The Manuscripts of Jeremy Bentham", Library of University College London. This student has been too busy playing baseball this semester to have visited University College. Here's the first paragraph: "Jeremy Bentham began his assault on the poor of English society in 1795. His attempt to reform English Poor Law was highly controversial; his plans were considered both progressive and regressive. His undertaking of this issue was in a crucial time in English history; the poor were in desperate need of assistance and England was suffering an economic and political freefall. The main staple in the English diet, bread, was hard to come by and the prices of this valued commodity were drastically rising."
