Background

This report examines measures available through Canada's tax and transfer
system to support caregiving work. Since the vast majority of caregiving is
undertaken by women, a recurring theme is the differential impact of public
supports on women and men. The policy context is characterized by a complex
array of interacting and conflicting objectives and complicated eligibility
criteria.

support provided for dependent children of any age, people with
disabilities, and parents, grandparents or others who, due to aging, may be
unable to perform some activities of daily living and personal care...
