and that needs to address pensions for older women, as well. 

It might also be noted, that workers who wield power over incomes are  not necessarily "Social Workers" (the profession) although they may be workers in 'social' areas. A recent research indicated that people often associate the title even though workers may not be of that profession.  However, I agree that workers in social services systems, certainly do have to adhere to regulations, and therefore become part of maintainance of any problem.
