Interesting. I know Harriet martineau translated and condensed Comte.   
But she may be already on your list. Otherwise she might be interesting   
to have a look at - as a journalist she was really quite influential in   
spreading Comtism in England.  
  
Translating and prefacing was a common practice in philosophy until late   
in the twentieth century - the Oxford Wittgenstein reception comes to   
mind as an example, but that is philosophy, not economics.
