Dear Roger,

Well, sure, no one could read four from everyone.  But they could read 
overlapping samples of four from, say, 10% of the whole, which would 
then bring some intellectual content into their deliberations.  It's 
not---as the bureaucrats always claim---this or that technical problem 
that prevents us from having intellectually serious evaluations.
