That is right, and I think you will find some information on the origins of the report in the minutes of the AEA Committee(s) that are published in the AER Papers and Proceedings. I think this is the source for my once writing that it arose out of a report on undergraduate education, published in 1950. The Bowen report was funded by the Rockefeller Foundation, and there should be information in their archives. There are also the AEA archives at Duke, though I have no idea what is in either.

That is actually a different Bowen. The ‘Bowen Report’ guy is Howard Bowen - another economist who became interested in education policy: http://education.stateuniversity.com/pages/1797/Bowen-Howard-1908-1989.html

Here is one discussion of his ‘report’: http://www.jstor.org/stable/1818379

They both worked on matters related to the Phillips curve too. Very confusing!

Are you referring to

W. G. Bowen, “Assessing the Economic Contribution of Education: An Appraisal of Alternative Approaches”, Committee on Higher Education, Higher Education. Report of the Committee appointed by the Prime Minister under the Chairmanship of Lord Robbins 1961-63, Cmnd. 2154 Her Majesty’s Stationary Office, London 1963, Appendix Four: Administrative, Financial and Economic Aspects of Higher Education.

If so, I don't know of anything besides the literature around the reception of the Robbins Report, but would be very interested if you found something specific,

Dear listmembers,

I am trying to gather references about the historical context of "Graduate
Education in Economics" (a document known as the Bowen Report). If you had
come accross anything interesting, would you please forward it off-list? I
will compile a list and send it back, in case anybody is interested.

Thanks in advance.

Best,
