No, it was an April, 1852 issue of "The Carpet-Bag," an eastern humor rag. Kevin Mac Donnell has one of the few copies in existence. It was reprinted in the 1950s by Franklin Meine, and there's a good chance the type for the original was set by Charles Farrar Browne, aka Artemus Ward.
