Numerous groups, including the Senate Committee on Health,  have made similar recommendations over the years, especially about measuring outcomes.

Some (see When Less is Better attached) were enthusiastically and unanimously endorsed by the FPT Deputies and included recommendations for changes to improve effectiveness and efficiency.

When Dr. Cathy Felderhof and the Coop Council led by Dianne Kelderman, the CEO, tried to implement health care cooperatives with citizen/patient governance and evaluation of primary care, with  assurances that everyone (rich and poor) could participate equally the politicians of the day, led by the NDP (who were not in government at the time), rejected the idea.


"We need to make the targeted investments that have the most impact on health outcomes The funding associated with the 2004 health accords contributed to an overall rise in total health expenditures of over 80 billion by 2012 – with disappointing results (Health Council of Canada, 2013) The federal government must work with provinces to ensure better use of existing resources and a fundamental change in how health care services are organized, managed, and delivered"
