The consequences of homelessness, inadequate housing, and evictions on children are some of the most serious systemic human rights issues in Canada. This year, the United Nations (UN) Committee on the Rights of the Child is investigating the state of children’s rights in Canada and has posed a series of questions to Canada on how it is working to end the human rights crisis of child poverty.

Canada's Response

In its response to the UN's questions, Canada omitted critical information about housing need and homelessness among children. In particular, Canada neglected to identify that the National Housing Strategy (NHS) has, to date, failed to adequately address the housing needs of lone parent, low-income, and Indigenous households with children. Canada also failed to mention its historic commitment to adequate housing as a fundamental human right in the National Housing Strategy Act<https://caeh.nationbuilder.com/r?u=FTcX-6chiKpiuKJMImqJtqmL_E4XwqgkccdbndZcJXtTjrsTRNeuSw1VwS7LUDk2dDADYHGCgCkSZ2Vu2JjYAw&e=4175cdd602e63f165c18900cb8662645&utm_source=caeh&utm_medium=email&utm_campaign=may10_2022&n=2>, legislated in 2019, which has clear implications for children and families living in poverty, housing need, and homelessness.

Our Response

To flag these gaps, the National Right to Housing Network (NRHN) and the Women’s National Housing and Homelessness Network (WNHHN) made a submission to the UN Committee on the Rights of the Child, outlining key rights-based data and concerns relating to housing precarity and homelessness among children—as well as recommendations to better protect and ensure children’s rights under the UN Convention on the Rights of the Child.

To further advocate around this submission, the NRHN and WNHHN are going to Geneva to attend Canada’s review by the UN Committee on the Rights of the Child, happening May 17-18, 2022 from 9:00am - 11:00am ET. Implementing the right to housing in Canada: A Responsibility of all governments

The National Right to Housing Network partnered up with CERA to produce a series of pamphlets reviewing the barriers and opportunities to advancing the right to housing in Canada.

This pamphlet details the responsibilities of federal, provincial, territorial, and municipal governments in Canada to work toward the progressive realization of the right to adequate housing. It highlights:

  *   How the right to housing applies to all governments in Canada;
