One possible choice for the Catalogs would be RLIN
(Research Libraries Information Network).  The collections
available on RLIN are of a scholarly nature.  In addition
they carry archival collections, for example;  the Maryland
State Archives have several record series on RLIN.  I
do know that Maryland did not pay for RLIN.  While it is
available over the Internet it does require an account.
