SYNERGY ONLINE: Bulletins and News Briefs from The Canadian Society for International Health [log in to unmask] ================================================================== Partners for Health Network for Health Reform Support to Countries in the Process of Health Reform ----------------------------------------------------- Within the framework of its ongoing support to health sector development in countries in greatest need, WHO's Division of Intensified Cooperation with Countries (ICO) has consulted the national health authorities in a number of countries to identify issues and problems in implementing health reform with which they would appreciate assistance. The countries consulted are all participating in Intensified WHO Cooperation (IWC), a programme of technical cooperation which is coordinated by ICO. The following specific questions have emerged: 1. Under pluralist democratic government, how do we build national consensus over health sector reforms so that changes are sustainable beyond the lives of individual governments in power; the issue is are there "political deliverables" in health sector reform which would guarantee political acceptability to politicians? 2. Under conditions of macroeconomic structural adjustment when the mass of the people face prospects for job loss, and government budgets increasingly becomes dependent on donor support, what are the most appropriate financing modalities? We would very much appreciate advice and comments on the above issues from member of the Partners for Health Network, who are willing to share the results of their own experiences of the process of health reform.
