With regard to Dennis's "test" and initiative to, "get concrete", I
think option 3 is the most pertinent as any political activist will tell
you it is wise to cover all your bases in any activity. Thus, meeting
with government officials may be a more direct means of action, but the
opposition or community based groups will provide pressure, effective
political advocacy and public awareness.

Finally, Dennis, your options should have included the public awareness
principle. You are undoubtedly aware that any political or government
action is usually motivated or inspired by public support, opinion or
concern. If the study in question has the support of the community and
grassroots momentum, things tend to happen.

Timing is the issue though. This government has shown that even public
awareness is moot, but the opposition parties must be mobilizing these
voices, responding to their demands and these will be reflected in their
platforms.

But, the answer to your question, I believe, is 3.
The more support you have in an initiative will be reflected by your
netowrking abilities and tone. Attitude is important !
