It was fought for by advocates for the homeless and is a fairly recent change. Perhaps as part of your project you could join forces with other organizations working with people living in poverty to advocate for such a change. In terms of getting coverage for medications, the issue in Ontario was not only medical cards but also being able to get a welfare cheque at a shelter address. It's being on welfare that gets you coverage for medications in Ontario. The last time you posted something on this web site, several people suggested you contact the AOHC, Association of Ontario Health Centres. You could do that again. There are several CHC's in Toronto, Ottawa and some other centres who have received funding to deliver home care to the homeless. You could probably take a look at their proposals.
