Amendments to the Canadian Copyright Act included, for the first time,
significant exceptions for libraries, archives, and museums. These
exceptions are complex, and subject to a host of conditions and
limitations. The amendments tried to provide a fair balance between the
rights of those who create works, and the needs of those who use them.
However, that balance is being tested by advances in communication
technology and increasing digitization that make it easy to copy,
change, and disseminate others' works without their permission.
Legislative changes, greater awareness of copyright issues, and the
challenges of the digital environment have changed the copyright
landscape. Heritage institutions, their employees, and their patrons are
rightly concerned about copyright issues.
Instructor Jean Dryden is the 2004 recipient of the PLC Outstanding
Teaching Award.
