HES: QUERY--Economists in India and in the United States

Does anyone know or can anyone direct me to sources that would tell me, how many
economists (by some professional definition) there now are in India, and likewise in the
United States?
  
And would it be fair to assume, as I do, that all the economists in India read and speak
English (as I also assume they all do in the United States)?
