It can be argued that "food" is not a pure private good.  Just ask my 
morning-sick wife how she reacts when she sees anyone else eating. 
 
Samuelson is wrong.  You cannot objectively define anything as a pure 
private good.  That's why the property rights approach is the only 
theoretical and practical one for resolving third-party effect issues.
