This might be somewhat related to your question. In the papers of 
Schumpeter at Harvard University's archive, I found a 1947 report from the 
American Economic Association's Committee on Classification in which they 
suggest new classifications in economics, such as creating a new category 
of international economics, putting the study of systems into economic 
theory, etc. The AEA may have had earlier discussions of such topics, as 
well as more specific discussions of library catalogs.
