Well, not since 1971, and not as a systematic effort, but Don Winch's 
dissertation--expanded and published as CLASSICAL POLITICAL ECONOMY AND 
COLONIES, Harvard U. Press, 1965--touches on some of the parliamentary 
discussion and debate over colonial policy.  In the "Preface," Winch thanks 
Bob Coats and others (including Bob Black) for "valuable comments."
