PAHO Launches Smoke Free Americas Initiative

Washington, May 31, 2001 (PAHO) -- The Pan American Health Organization
(PAHO) today launched the Smoke Free Americas initiative, a multi-year
campaign to protect the public from second-hand tobacco smoke through
promotion of smoke free environments. The launch, on World No Tobacco Day,
31 May is intended to raise awareness of the harm caused by second-hand
smoke and mobilize action to create smoke-free homes, workplaces, and
communities.

WHO Director-General's Message for World No Tobacco Day 2001

The truth is out--tobacco kills. What you now need to know is that tobacco
kills non-smokers as well. Let us be clear about it. Second-hand smoke also
kills.

Statement from Dr. George A.O. Alleyne, PAHO Director

Exposure to second-hand smoke causes lung cancer and heart disease in
nonsmoking adults. It causes asthma, bronchitis, pneumonia, and ear
infections in children. Exposure of the fetus to tobacco smoke
significantly increases the risk of low birth weight, spontaneous abortion,
and Sudden Infant Death Syndrome (SIDS, or crib death).

What is not yet clear is the air that we breathe. At least one third of
children in the Region are exposed to second-hand smoke in their homes.
Exposure rates are as high as 70% in Argentina, 60% in Chile and Suriname,
and nearly 50% in Mexico, Bolivia, and Venezuela. Many physicians smoke in
hospitals and health clinics, even while treating patients. And the almost
universal exposure of hospitality sector workers to high levels of
second-hand smoke is of grave concern.

PAHO Announces Winners of 'Clearing the Air' Contest

Washington, May 31, 2001 (PAHO) -- The Pan American Health Organization
today announced the winners of a region-wide "Clearing the Air"
competition, created to honor individuals and institutions in the Western
Hemisphere that have made significant contributions to reducing exposure to
second-hand smoke. Brazil, Canada, Honduras, Jamaica are among awardees.

Different Approaches Discussed to Assessing Health System Performance

When the World Health Organization released its "World Health Report 2000,"
it stimulated much discussion on appropriate methods to evaluate and
improve the performance of health systems of countries around the world.
PAHO recently held a meeting to discuss those issues from the perspective
of the nations of the Americas.

Caribbean: Stress Management Teams

The Caribbean is moving to establish national Stress Management in
Disasters teams (SMID), as part of PAHO's Stress Management in Disasters
program. This initiative, which began in 1998, has already trained more
than 250 persons in nine countries. Starting this year, emphasis is being
placed on establishment of national SMID team as part of the disaster
management arrangements. This ongoing initiative is planned to be expanded
to other countries.

Meeting on Supply Management Systems

The World Health Organization and the Pan American Health Organization will
host a working meeting in Geneva from 25-27 July to study existing systems
and determine the feasibility of developing an emergency supply management
system. The World Food Program (WFP), OCHA and non-governmental
organizations will participate in the meeting. WHO and PAHO will keep the
international community abreast of progress in the development of a common
system, which will be freely available for use by the entire international
community.

Symposium 2001: Gender Violence, Health, and Rights in the Americas

June 4-7, 2001 - Cancun, Mexico. The Symposium 2001 proposes to strengthen
the role of the health sector in addressing gender violence and in
fulfilling international commitments that affirm gender violence as a
violation of women's human rights. The principal outcome of the Symposium
will be the creation of a global vision and specific country strategies to
promote policies and programs to prevent and address gender violence.

Canadian entries among winners of PAHO's 'Clearing the Air' Contest

Two Canadian entries were among the six winners in the region-wide
"Clearing the Air" competition announced by the Pan American Health
Organization (PAHO) today to mark World No Tobacco Day. The competition was
created to honor individuals and institutions in the Western Hemisphere who
have made significant contributions to reducing exposure to second-hand
smoke.

The Canadian winners are: Canada's Health Minister Allan Rock for
implementing strong tobacco package messages about second-hand smoke, and
the Region of Waterloo in Ontario for eliminating smoking in all indoor
public places, including bars and restaurants. Awards were presented on May
31, 2001, 12:00, at the Canadian Museum of Civilization in Hull by PAHO's
Deputy Director, Dr. David Brandling-Bennett.

The other award winners are:
- Brazil's Health Minister Jose Serra for banning smoking in all public
transportation vehicles;
- the Honduran Ministries of Health and Education for making their
facilities
smoke-free;
- the California-based non-governmental organization Americans for
Nonsmokers' Rights for supporting advocacy for smoke-free environments; and
- the Jamaican Ministry of Health for eliminating smoking in its
facilities.

In addition to the award winners, honorable mentions were given to two
Canadian entries as well: to Gilles Baril, when he was Quebec's Junior
Minister of Health, Social Services and Youth Protection, for effectively
implementing Quebec's ban on smoking in workplaces, and to the Municipality
of Kimmirut, in Nunavut, for achieving a virtually smoke-free community.
Other honorable mentions went to: the Government of Mexico for restricting
smoking in all federal and federally regulated buildings; to the
Municipality of Callao, Peru, for banning smoking in the Jorge Chavez
International Airport and for severely restricting smoking in public
places; and to "Monica's Gang," the world-renowned cartoon characters who
have lent their good names to public information campaigns about
second-hand smoke.

Smoking rates continuing to drop in Canada

In the year 2000, smoking rates in Canada reached the lowest overall level
since regular monitoring of smoking began in 1965. According to an analysis
of the Canadian Tobacco Use Monitoring Survey (CTUMS) released today by
Health Minister Allan Rock, smoking rates are continuing downward in all
age groups.

Des Canadiens sont parmi les recipiendaires du Concours "Purifions l'air"
organise par l'OPS

L'Organisation panamericaine de la sante a annonce aujourd'hui le nom des
gagnants du concours "Purifions l'air" organise par l'OPS. Deux Canadiens
font partie des six recipiendaires. Le concours etait organise pour honorer
des particuliers et des institutions des Ameriques ayant contribue de facon
remarquable a la diminution des effets de l'exposition a la fumee
secondaire.

Les gagnants du Canada sont: L'honorable Allan Rock, ministre de la Sante
du Canada, pour avoir mis en oeuvre une reglementation imposant
l'inscription de puissants messages anti-tabac relatifs aux effets de la
fumee secondaire, et la Region de Waterloo en Ontario pour l'interdiction
de fumer dans tous les lieux publics, incluant les bars et les restaurants.
Les prix ont ete presentes le jeudi 31 mai 2001, a 12h00, par le Dr David
Brandling-Bennett, directeur adjoint de l'OPS, lors d'une ceremonie qui a
eu lieu au Musee canadien des civilisations a Hull.

Les autres gagnants sont :
- Jose Serra, ministre de la Sante du Bresil, pour l'interdiction de fumer
dans tous les vehicules de transport public.
- Les ministres de la Sante et de l'Education du Honduras, pour avoir
obtenu
un environnement sans fumee dans leurs ministeres respectifs.
- L'organisation californienne non-gouvernementale Americans for
Nonsmokers'
Rights pour sa contribution a l'obtention d'un environnement sans fumee.
- Et, le ministre de la sante de la Jamaique pour l'elimination de la fumee
dans
son ministere.

En plus des gagnants du prix, des mentions honorables ont ete egalement
attribuees a deux Canadiens: Gilles Baril, precedemment ministre delegue a
la Sante, aux Services sociaux et a la Protection de la jeunesse, du
Quebec, pour avoir applique avec efficacite l'interdiction de fumer sur les
lieux de travail, et a la Municipalite de Kimmirut, au Nunavut, pour avoir
reussi a convertir leur communaute en une communaute virtuellement sans
fumee. D'autres mentions honorables vont aux Gouvernement du Mexique pour
avoir restreint l'autorisation de fumer dans les edifices sous juridiction
federale; a la municipalite de Callao, Perou, pour avoir interdit de fumer
dans l'aeroport international Jorge Chavez et avoir serieusement restreint
l'autorisation de fumer dans les lieux publics; et au dessin anime
"Monica's Gang" rendu populaire dans le monde entier pour ses personnages
qui ont anime les campagnes publiques d'information sur la fumee
secondaire.

Le taux de tabagisme toujours a la baisse au Canada

Au cours de l'an 2000, le taux de tabagisme au Canada a atteint son niveau
general le plus bas depuis 1965, soit l'annee a laquelle on a commence a
surveiller l'usage du tabac. Selon une analyse de l'Enquete de surveillance
de l'usage du tabac au Canada (ESUTC) diffusee aujourd'hui par le ministre
de la Sante, Allan Rock, les taux de tabagisme sont a la baisse au sein de
tous les groupes d'ages.
