Hi Annie,

Have you considered using quality improvement frameworks as the document for
reorientation of health services?  In Australia the Quality Improvement
Council (on the internet) has a series of standards  that set out the
indicators of improvement.  I regard all these as re-orientation of health
services because we have used these to assess the development of health
services at the community level in all aspects of their work.  An evaluation
of the re-orientation as per the Ottawa Charter is then about the collective
nature of what is found for those services reviewed.
