I would be surprised if Carroll alluded to Jevons's Notice. There was only 
a short summary published shortly after and the notice itself was in print 
in 1866. Carroll might have equally well referred to 
psychological/physiological literature around at the time (eg. Bain's The 
Senses and the Intellect or his The Emotions and the Will) in which 
recourse to pleasure-pain balancing was widespread.
