Here is a hint about at least one place that you could begin looking. Last  
year's annual HOPE conference, organized by Judy Klein and Mary Morgan,  
dealt with the topic of the rise of economic measurement. Several of the  
papers at the conference dealt with price indices, and several others dealt  
with interesting questions about the early efforts at economic measurement  
in this century within the context of government agencies. The conference  
volume is now in press, but you might contact Judy (jklein@ mbc.edu) or Mary  
([log in to unmask]) and ask them if they can suggest good papers from the  
conference for your project.
