PAHO SEEKS CANADIAN CONSULTANT FOR WORKERS' HEALTH PROJECT

Under the supervision of PAHO and Caribbean governments, the consultant
will participate for a three-month period in the "Worker's Health and
Health Sector Reform Project" to improve human health and quality of
environment in the work places of the Caribbean.  The goal of this project
is to contribute to the reduction of morbidity and mortality from chronic
and communicable diseases as well as to improve the quality of human health
and quality of the environment in the workplaces.

The consultant will:

-Meet with officials in the public and private sectors of  the Bahamas, St.
Vincent and the Grenadines and Dominica to in order to ascertain the status
of National Workers' Health plans and programs (policies).
-Review worker's health plan, policy and legislation in light of country
structures to manage workers' health priorities and promote effective
strategies to increase awareness to health and safety in the working
environment.
-Assist in the drafting of national Policy on workers' health.
-Assess the knowledge-base of professionals involved in the workers' health
program.
-Assist PAHO in the development of local training curricula in workers'
health.
-Meet with relevant stakeholders: government, trade unions, NGOs, community
groups and private sector.
-Draft project proposals for mobilization of resources.
-Provide of technical advice and assistance as required.

This project will establish a fundamental mechanism for a healthy working
population and will facilitate the sustainable development of the selected
countries.

PAHO SEEKS CANADIAN CONSULTANT FOR SEXUAL AND REPRODUCTIVE HEALTH PROJECT

Under the supervision of Dr. Graciela Uriburu, Paho/ WHO Representative in
Belize, the consultant will participate for a three-month period in the
"Sexual and Reproductive Health Project" to investigate the reasons behind
Belize's high level of maternal mortality.  The consultant will produce a
comprehensive study and analysis of the causes of maternal mortality in
Belize for use by the country in planning specific intervention strategies
to decrease the level of maternal mortality.

The consultant will:

-Work with the Ministry of Health to identify and review epidemiological
data /relevant documents regarding maternal mortality.
-Work with identified focal points in the Ministry of Health to design
methodology and instruments for the study.
-Work with the Ministry of Health to  hold workshop (s) with stakeholders
(in the private and public sectors) including the Statistical Unit, heads
of other institutions, obstetricians, gynecologists and pediatricians to
discuss the project including methodology and the instrument to be used.
-Pretest the instrument at Karl Heusner Memorial Hospital and District
Hospitals.
-Redesign instrument with changes identified.
-Carry out the survey.
-Analyze the data and prepare a report.
-Conduct a workshop with the stakeholders to discuss  i) the findings of
the study and   ii) the way forward / strategies to address the problem.
-Review and prepare a proposal to develop or strengthen the surveillance
system.

The project will provide data and analysis that could be used to plan
intervention programs in support of country efforts to promote safe
motherhood, reduce maternal mortality and establish a surveillance system.

JOB POSTING: CSIH SOUTH CAUCASUS HEALTH INFORMATION PROJECT- PROJECT
COORDINATOR

CSIH is currently looking for an individual to work in Ottawa, Ontario, as
project coordinator of the CIDA-funded South Caucasus Health Information
Project (Phase 2).  The aim of this project is to build capacity for health
reform through the development of health information systems in Armenia,
Azerbaijan and Georgia.

Reporting to the Project Manager, the Coordinator will assist in the
management of the South Caucasus Health Information Project and coordinate,
monitor and report on specific project management and training activities.

Duties and Related Tasks:
-Prepare draft project strategy documents, workplans, budgets and reports
-Monitor project budget, prepare draft financial reports
-Assist in developing and implementing project monitoring and evaluation
system
-Coordinate and participate in project review missions, as required
-Coordinate and participate in various project committee meetings
-Develop and organize training activities, such as study tours and
workshops, as required
-Assist in the development and implementation of project communications
strategy

Qualifications and Experience:
-Master's degree in health administration/ management, project management,
or a similar field, with an emphasis on health and/or international
development.
-Minimum of two years experience in project development, implementation,
and management, including budgeting and financial management.
-Knowledge of Canadian health system, "health in development' issues and
priority issues in Former Soviet Union countries.
-Understanding of the principles of Results-Based Management and
familiarity with CIDA policies.
-Demonstrated competence in writing proposals, reports and publications.
-Excellent inter-personal skills and cross-cultural understanding.
-Ability to work effectively in the international environment.
-Strong communication skills, both oral and written.
-Proficiency in Microsoft Word, Excel and PowerPoint.
-Fluency in English and French.  Working knowledge of Russian would be an
asset.

WHO RECOMMENDATIONS ON HOW TO ADDRESS PSYCHOSOCIAL REACTIONS TO EMERGENCIES

In our rapidly changing world, numerous people are affected by various
forms of emergencies including natural disasters, armed conflict and
terrorist attacks. It is of increasing importance that we are able to

THE WORLD HEALTH REPORT 2001
MENTAL HEALTH: NEW UNDERSTANDING, NEW HOPE

Geneva -- The World Health Report 2001 "Mental Health: New Understanding,
New Hope" was launched by WHO Director-General Gro Harlem Brundtland in
Geneva Switzerland today. The Report is a review of the status of knowledge
and research about mental and neurological disorders and provides a roadmap
for a global reform of mental health care and prevention. The report
details 10 recommendations by governments and outlines three different
scenarios for action, based on countries' level of affluence and economic
development.
Stressing that mental illness is not a personal failure, Dr Brundtland
stated that "If there is failure, it is in the way we have responded to
people with mental and neurological disorders. I hope this report will
dispel long-held prejudices and mark the beginning of a new era in the
field of mental health care."
Neuropsychiatric disorders currently account for nearly one third of the
disability in the world - affecting rich and poor nations alike.

CALL FOR PROPOSALS
HIV/AIDS Small Grants Fund Phase II: 2001 - 2003

The Canadian International Development Agency, in collaboration with the
Canadian Society for International Health (CSIH) and the Interagency
Coalition on AIDS and Development (ICAD), is pleased to invite the
submission of Proposals for Small Grants to encourage new or emerging
partnerships between Canadian organizations and those in developing
countries or countries-in-transition to address HIV/AIDS priority issues.

The Canadian Society for International Health (CSIH) must receive complete
proposal applications by November 13 2001 at 4:30pm EST. Applications not
received by the deadline will not be considered under any circumstance.
Please allow appropriate time for mail or courier delivery. While letters
of collaboration must include original signatures and should be mailed or
couriered, proposals may be submitted prior to the deadline by electronic
mail.

DUE TO GLOBAL INSTABILITY
In the wake of the New York/Pentagon disaster, the WMA decided  to postpone
its General Assembly in New Delhi, India, to a later date. Dr. Delon Human,
WMA Secretary General said "although the WMA will never bow to the barbaric
and disruptive practices of terrorists, global travel has been so
significantly affected that many of our delegations cannot travel to
India."
The 53rd General Assembly was due to take place October 3-7, 2001 in New

Competences et experience:
-Une maitrise en administration de la sante ou en gestion de la sante, dans
la gestion de projets, ou un domaine semblable, avec une emphase sur la
sante et/ou sur le developpement international
-Un minimum de deux ans d'experience en developpement de projets, dans la
mise en place et dans la gestion, y compris la gestion financiere
-Bonnes connaissance du domaine de sante canadien, de la "sante dans le
developpement" et des sujets prioritaires de l'Ancienne Union Sovietique
-Connaissance des principes de gestion axee sur les resultats et des

RAPPORT SUR LA SANTE DANS LE MONDE 2001
SANTE MENTALE: NOUVELLE CONCEPTION, NOUVEAUX ESPOIRS

Geneve -- Le Directeur general de l'OMS, le Dr Gro Harlem Brundtland, a
presente aujourd'hui a Geneve le Rapport sur la Sante dans le Monde 2001,
Sante mentale : nouvelle conception, nouveaux espoirs. Celui-ci fait le
bilan des connaissances et de la recherche sur les troubles mentaux et
neurologiques et il donne des orientations pour la prevention et une
reforme mondiale des soins de sante mentale. Il decrit en details dix
recommandations pour les gouvernements et trois schemas d'action
differents, suivant le niveau de richesse et de developpement economique
des pays.
Soulignant que la maladie mentale n'est pas une faillite personnelle, le Dr
Brundtland a declare que, s'il y a echec, il est plutot dans la maniere
dont nous avons repondu aux attentes des personnes atteintes de troubles
mentaux et neurologiques. Elle espere que ce rapport contribuera a dissiper
les prejuges tenaces et marquera le debut d'une ere nouvelle dans le
domaine de la sante mentale.
Les troubles neuropsychiatriques sont actuellement responsables d'un tiers
des incapacites dans le monde, dans les pays riches comme dans les pays
pauvres.

Les propositions doivent parvenir a la Societe canadienne de sante
internationale (SCSI) d'ici au 13 novembre 2001, a 16h30 HNE. Les
propositions recues apres cette date ne pourront en aucun cas etre
examinees.  Prevoyez suffisamment de temps si vous expediez votre
proposition par la poste ou par messager; vous pouvez aussi la faire
parvenir a la SCSI par courrier electronique, dans les delais prescrits.
Toutefois, les lettres de collaboration doivent etre expediees par la poste
ou par messager puisqu'elles doivent porter l'original des signatures.

L'ASSOCIATION MEDICALE MONDIALE (AMM) AJOURNE LA 53e ASSEMBLEE GENERALE
Compte tenu des evenements tragiques evenements qui ont endeuille les
Etats-Unis le 11 septembre, l'AMM a decide de rapporter le 53e Assemblee
generale qui aurait du avoir lieu du 3 au 7 octobre, 2001 a New Delhi,
