A good example of the interaction  
between persistent poverty and child labor  
is the state of Bihar in India.  Funds are  
sent for schools but local landlords abscond  
with them and elementary schools frequently  
do not function.  Parents have no alternative  
but to send their kids to work, who remain  
illiterate, thereby reinforcing the next  
generation being poor.
