Many of the recent views of welfare economics started with Lerner's  
Economics of Control, (where he extended the partial equilibrium  
analysis to general conditions).  It was a textbook first written in the  
40s  and published in the early 50s that  served as the basis for  
graduate teaching for about 10 years.
