Some perspective on Thomas Smith and his influence might be gleaned by 
looking at entries in the National Union Catalogue for this author. I took 
a quick look at the NUC and found 2 or 3 pages of entries for a Sir Thomas 
Smith, 1513-77, who I presume may be the author in question. My quick 
glance indicated editions of his works published in the 16th and 17th 
century and then something of a hiatus until late 19th and early 20th 
centuries. An edition was listed published circa 1908 by Cambridge U. Press 
with an intro by F.W. Maitland. 
 
A quick check in the Goldsmith's Kress catalogue also turned up an entry 
for a 1581 publication of his -- this may be the one in question, if I 
recall. So apparently, Smith was of sufficient subsequent interest to make 
his way into Herbert Foxwell's holdings.
