Irving Fisher was a strong proponent. The best source of his views on this 
is his collected works: 
 
Barber, W.J., (ed.) (1997, The Works of Irving Fisher, Pickering and 
Chatto, London 
 
I can't quote the relevant volume, but it shouldn't take long to find the 
relevant speeches/papers.
