Unfortunately, I have no positive suggestions as to how the funding
shortfall should be made up but I would be against the AAO removing those
applications that received the lowest scores.  Both the AAO and the CCA have
reviewed these applications and have determined that they are worthy
projects.  For the AAO to unilaterally drop projects that have received the
CCA's sanction seems an inequitable solution. I appreciate the AAO's dilemma
in this matter but at the same time I think they need to recognize that
commitments have been made and that this is a problem shared by all
participating individuals/organizations.  In my view, the solution itself
should also be a shared one.
