HES: QUERY -- guns and butter tradeoff

It seems that the opposition between "guns" and "butter" was first used  
by Goering in the 1930s to justify the German rearmament policy.  
Goering said that people need guns, not butter--since butter makes  
people fat while guns make them strong.   
 
I don't have here the original quotation, but I can find it easily if you  
want.
