I remember something on Joseph Dorfman's Economic Mind in American Civ.  
about putting the depositors in jail for the crime of "hoarding."  Murray  
N. Rothbard has a colonial history of the U.S. where he sides with the  
depositors against the fraudulent bankers who cheat and hold fractional  
reserves.    
 
Perhaps Professor Barber knows of a good source.  I would be surprised if  
Samuel Hollander did not know the answer.
