I wrote my dissertation on the politics of transportation in Chicago at 
the turn of the century with a focus on the city's municipal ownership 
movement. Wanting to place this study into a nation-wide framework, I 
would like to ask for suggestions on any LITERATURE ON STATE-LEVEL PUBLIC 
UTILITY REGULATION. In particular, I am interested in efforts to create 
uniform legislation for the states. James Weinstein in _Corporate 
Liberalism_ discusses efforts of the National Civic Federation to 
establish a model bill on public utility regulation to be adopted by all 
state legislatures. Weinstein mentions that the NCF did create a model 
bill on public utility regulation in October 1914, but does not discuss 
whether (and which) states actually adopted it. So any informtion on 
state-level or, even better, comparative, cross-state studies of public 
utility regulation would be greatly appreciated. Thank you.
