An IO economist--like Stigler--arguing for a "minimalist government" should 
lead us to the creation of an oxymoron; is there any field of economics in 
which the institutional specification (here of corporation law, labor law, 
property rights in equity and bonds, etc.) is more critical to the nature 
of the observed behavior?
