In "The Two Nations", an obscure book, Cristopher Hollis quoted the founder 
of the Bank of England from a 1694 Prospectus: "The bank hath benefit of 
the interest on all moneys which it creates out of nothing."  He gives no 
further source. 
 
Does anybody know where I can find this prospectus?
