As to the diffusion of Slutsky's work in western writings: "The Summation 
of Random Causes as the Source of Cyclic Process", appeared in Russian in 
1927 with English summary (later published in Econometrica, 1937). This was 
cited and elaborated by Ragnar Frisch: "Propagation Problems and Impulse 
Problems in Dynamic Economics", in Economic Essays in Honour of Gustav 
Cassel, 1933, pp. 198-9. 
 
I don't know whether this is the first reference in Western literature, 
but it seems older than Allen's paper.
