For a survey of Welfare Economics, what comes immediately to mind  
is E.J. Mishan's "Survey of Welfare Economics, 1939-59" in the  
American Econ. Assoc/Royal Economic Society sponsored _Surveys  
of Economic Theory_ , Vol. I.  The first edition was published in 1965,  
by Macmillan. Mishan's survey essay should provide a starting point  
for tracing back pre-1939 developments.
