During the late 1790s, members of the French National Institute discussed 
this theory in their evaluation of a prize contest on public loans.  E.-J. 
Sieyès had expressed support for the theory in manuscript, while P.-J. 
Roederer refuted the view.  For details, see the chapter on "Institute 
Economists" in my _Minerva's Message_ (1996). In 1999 some of Sieyès's  
manuscripts were published in an edition by Christine Fauré.
