Dear colleagues, 
 
I am looking for the historical origins of the idea of tradable permits. 
Any suggestions as to where to look (Coase is one source of course). By 
tradable permits, I refer the instrument promoted in environmental 
economics (pollution permits). But I am also referring to tradable fish 
quotas, tradable milk quotas,... And it also includes tradable birth 
licenses (Boulding), tradable inflation permits (Lerner), tradable 
immigration quotas (apparently a proposal made by Milton Friedman, but I do 
not have the source).
