Note the interesting cultural comment implied by this practice, if historically accurate.
Former slave males achieved the voting right by paying a tax.  White or black women in
both the American South and American North didn't get their voting rights protected by the
19th amendment to the U.S. Constitution until 1920.  Georgia, South Carolina, Delaware,
Mississippi, Louisiana and Virginia voted against ratification.
