Hebert & Ekelund's splendid book is the obvious choice. Vauban, Charles 
Ellet, Jr. &  Dionysius Lardner's  names should be added to that of Dupuit. 
Two engineers have also influenced Walras (Achylle-Nicholas Isnard, whose 
Traite des richesses 1781 is available through gallica.fr and Louis Poinsot 
[Elements de statique. (1803).]  
 
Theocharis' book, Early developments of mathematical economics, is useful 
in describing some of the theories of engineer economists.
