Perhaps, Gaffney would care to define an economist and who qualifies to   
be one.  
  
Why wouldn't the author of the "Principles of Political Economy" who was   
a "Professor of History and Political Economy" in the East India College   
at Hertfordshire, a frequent contributor on economic issues to the   
Westminster Review, the Edinburgh Review, the Quarterly Review, a noted   
co-discoverer of the classical doctrine of rent, and a frequent "sparing   
partner" with David Ricardo on economic issues be recognized as an
