Agreed they need all of these things.  And they certainly don't need
exploitation and manipulation.  But they do need assistance with very
real psychological/psychosocial/existenial consequences of a disaster.  

I suppose I don't see all mental health interventions whether individual
or community oriented as manipulative or exploitive, although there is
always the potential for that.  Thomas Szasz and Thomas Scheff certainly
pointed that out long ago in their writings.

What people experiencing the after-effects of natural disasters need is
their community back and the sense of belonging that goes with that.

need cash, employment, a home and social relationships. They don't need
