Request for Proposals
Environmental Scan to Assess the Transferability of
Action in your Community against Tobacco (ACT)
to Healthy Eating and Physical Activity

Background
Action in your Community against Tobacco (ACT) is a community based
initiative designed to increase the ability of community members to take
action against tobacco in their own communities.  The initiative recognizes
that reducing tobacco use requires a shift in community attitudes and norms
about smoking, and that his type of significant change can only take place
when local community people are committed and investing themselves in the
effort. The ACT initiative includes a network of community volunteers and
evidence based approaches.

The Canadian Cancer Society – Nova Scotia Division, Cancer Care Nova Scotia
and the Heart and Stroke Foundation of Nova Scotia are interested in
assessing the transferability of the ACT model to the issues of healthy
eating and physical activity.  We require a consultant to conduct an
assessment of the current environment to determine transferability.

Requirements
A consultant is required to:
·       Conduct a scan of effective/evidence based community activities that
address healthy eating and physical activity
·       Identify key components contributing to the success of ACT (ex. community
champions, available funding sources, timing etc.)and assess potential
transferability to healthy eating and physical activity
·       Provide recommendations for transferability of ACT model to healthy eating
and physical activity
·       Complete a final report by November 28, 2003 which includes:
o        details of  activity scan completed
o       sample of activities identified demonstrating existence of effective
activities
o        process for identification of key components to be assessed for
transferability
o       process for determining transferability
o       summary of the results and recommendations for future action.
Proposals
Please submit a proposal outlining your approach to the project,
qualifications of all personnel proposed for involvement (emphasizing
experience with community development) and proposed fixed price.
