Background
Health promotion is the process of enabling people to increase control over
and improve their health (WHO, Ottawa Charter, 1986).  It is a
well-developed, evidence-based public health discipline. The health
promotion approach to planning is a key element of building a movement for
cancer control. Primary prevention is one of the Canadian Cancer Society's'
(CCS) five priorities under our core business, cancer control.  It is the
one that promises the greatest return on investment, as approximately 50% of
cancers are preventable.

It has been recognized that there is a need to provide volunteers with
resources and training to support their transition from a role of
information provision to leading/supporting community-based health promotion
initiatives. The National Operations Primary Prevention Health Promotion
Guide Working Group has undertaken pulling together the foundational
principles, theories and examples of effective health promotion practices in
one concise document - currently titled - The Health Promotion Volunteer
Guide.  Through providing CCS volunteers with interactive training, and a
take home print resource or CD, it is anticipated that this will enable CCS
volunteers interested in health promotion to have an awareness of common
theories, guiding principles and examples of ways they can support effective
health promotion at the community level.

The CCS is interested in the adaptation of a current draft resource to a
Health Promotion Volunteer Guide for use at the community level. We require
a consultant to create a final product that is modeled after the draft
document and is appropriate for testing with volunteer and community usage.
The Health Promotion Volunteer Guide will be available for use to develop
staff and volunteer skills, community development and partnership-building
strategies, and advocacy-all components of a population-based approach to
promoting health in relation to major risk factors for cancer.

Requirements
To create, and finalize a pan Canadian Health Promotion Volunteer Guide for
use by volunteers supporting effective health promotion and cancer
prevention activities within their communities.  The final product will be
consistent with health promotion terminology, be informed by the Canadian
Strategy for Cancer Control, promote the conceptual work that is the
foundation for health promotion and support consistent messaging for our
national positions.  This guide will be able to be further adapted to an
in-person training guide, orientation manual and facilitators' guide.

The vision is to produce a resource within a three-ring binder format, to
allow for customization by individual Divisions and easy updating of both
national and divisional content. A CD version may also be produced after
pilot testing is complete.

A consultant is required to deliver the following executables:
·       Review the draft document, and supporting documents provided by the
Health Promotion Guide Working Group.
·       Identify key components for the outline of the Health Promotion
Volunteer Guide, and assess for any gaps in pertinent subject areas between
the proposed outline and the existing document.
·       Complete a literature review, if required, to address any gap areas.
·       Apply plain language to the document.
·       Prepare a draft Health Promotion Volunteer Guide for review by the
Working Group and the National Operations Primary Prevention Team.
·       Incorporate suggested revisions within the document, as appropriate,
to create a final Health Promotion Volunteer Guide.
·       Complete the Health Promotion Volunteer Guide for Volunteer and
Community use by November 18th, 2005.
·       Provide a final report by November 18th, 2005 which includes:
o       Details of literature and documents reviewed and completed
o       Recommendations for implementation of the Health Promotion Volunteer
Guide

Key Timelines
q       Health Promotion Working Group content to be finalized by September
8, 2005
q       Health Promotion Working Group review by October 15th, 2005
q       Final product by November 18th, 2005

Proposals
Please submit an electronic proposal (MS Office format) outlining your
approach to the project and workplan. Include a demonstration of adequate
resourcing to complete the deliverables within the timelines.  Include
qualifications of all personnel proposed for involvement (emphasizing
experience with community development) and proposed fixed price.
Final product not to exceed $15,000.
